I <br />03 <br />BOOK 16 280 <br />Chairman Garner discussed with the Board the possibility of <br />installing a sound system in the Gordon A. Wicker Community <br />Conference Room. Public Works Director Kenny Cole was instructed to <br />get recommendations concerning this matter. <br />The Board heard a presentation from members of the Mid-Carolina <br />Private Industry Council. Chairperson Shirley Wood and SDA <br />Administrator Beth Fox discussed with the Board One-Stop Career <br />centers and proposed changes in employment and training programs and <br />answered questions of the Board. <br />The Board considered Budget Amendment # 01/02/96/11. Finance <br />Director Lisa Minter answered questions concerning these routine <br />amendments. Commissioner Dossenbach moved to approve Budget <br />Amendment # 01/02/96/11 as presented. Commissioner Matthews seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and <br />Reives <br />Nay: None <br />The chairman ruled the motion had been adopted unanimously. <br />The Board considered a lease agreement for a copier for the Lee <br />County Library. Finance Director Lisa Minter ask the Board to <br />consider a three-year lease agreement from Uni-Copy to lease a copy <br />machine for the main branch of the Lee County Library. After some <br />discussion commissioner Groce moved to defer consideration until he <br />could look over and study the lease agreement further. Commissioner <br />Moretz seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Groce and Moretz <br />Nay: Dossenbach, Garner, Matthews and Reives <br />The Chairman ruled the motion failed with a four to three vote. <br />Commissioner Matthews moved to approve the three-year lease agreement <br />from Uni-Copy as presented. Commissioner Reives seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Groce, Matthews & Reives <br />Nay: Cox and Moretz <br />The Chairman ruled the motion had been adopted by a five to two <br />vote. <br />The Board considered a policy and standard procedures for a <br />substance abuse program for the county of Lee to maintain a work <br />force free from the effects of drug and alcohol abuse.
