O 009 <br />goon 16 ,t~ 314 <br />the Lee County Board of Education will be held on Thursday, February 29, 1996 from 5:00 - 7:00 p.m., <br />with the site to be determined. <br />The Board considered a pre-application grant for the Lee County Department of Youth and Adult <br />Services. Community Corrections Director Randell Woodruff told the Board this was a new program not <br />currently offered by the county, for children in the one to nine year old age group, and the grant was in the <br />amount of $36,787.72 for the first year and $36,052.66 for the second year, at no cost to the county. <br />Commissioner Matthews moved to approve the pre-application grant for the Lee County Department of <br />Youth and Adult Services in the amount of $36,787.72 for the first year and $36,052.66 for the second <br />year. Commissioner Moretz seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a pre-application grant for HAVEN of Lee County, Inc. Director Sherry <br />Owensby ask the Board to approve this pre-application grant in the amount of $30,843.00, at no cost to <br />the County. Commissioner Dossenbach moved to approve the pre-application grant for HAVEN of Lee <br />County, Inc. Commissioner Cox seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed the selection of bond counsel for the $25,000,00 School Bond Referendum. <br />Chairman Garner had asked this matter be placed on the agenda for discussion . County Attorney K. R. <br />Hoyle told the Board the County had already hired bond counsel for the school bond project and much <br />work has been completed to date. After some discussion Commissioner Groce moved to change bond <br />counsel to the firms' that had submitted applications. Commissioner Reives seconded the motion. After <br />further discussion Commissioner Dossenbach made a substitute motion to go with the current bond <br />counsel already employed and next time bond counsel is needed send out for proposals. Commissioner <br />Moretz seconded the motion. Commissioner Reives made the following statement, "Let me say this - I <br />think this is good and healthy because number one - we never had an option before this particular time. <br />All we've done is have bond counsel selected and moved right on through the process. I think it is only <br />fair that we are given those opportunities to decide for ourselves. As I'm told the New York firm has done <br />all the bond work - all of it. There are certainly cases that North Carolina firms would have done an equal <br />job, if not a better job, and perhaps be closer to us in times of need as well as working with the General <br />Assembly. There's a lot of different advantages that I can see by looking at other bond counsel but I'm <br />not in opposition to the New York bond counsel doing this one. But surely to goodness it ought to be <br />encumbered upon staff to tell us what our options are as opposed to running it right through because it's <br />not something I specialize in, have no interest in specializing in, but when 1 have other options made <br />available to me I can certainly make my own decision". After still further discussion Commissioner <br />Groce withdrew his motion. Upon a vote of the substitute motion, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a recommendation from an ad-hoc committee appointed by Chairman <br />Garner at the last work session to study the organizational structure of the Tax Department. <br />Commissioners' Bert Matthews, Jack Dossenbach, Jr. and Robert Reives were on this committee. <br />
