18 '!1' <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />J <br />MONDAY, FEBRUARY 19, 1996 <br /> <br />Dossenbach, Jr.; F. Hubert Garner; Van R. Groce; Bertha L. Matthews; J. Douglas Moretz and Robert <br />T. Reives. <br />The regular meeting of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 4:00 p.m. in the Commissioners' Room, Lee County Government Center, 106 <br />Hillerest Drive, Sanford, North Carolina. Commissioners present were Jimmie M. Cox; John R. <br />Chairman Garner presided and the following business was transacted. <br />Commissioner Doug Moretz asked for a few moments of silent prayer. <br />The Board considered approval of the agenda. Commissioner Groce asked the Board to <br />consider for discussion a resolution; Chairman Garner asked the Board to consider a pre-application <br />grant for the Victim Advocacy Project implemented through the Hispanic Task Force; and County <br />Manager William Cowan asked the Board to add a closed session to the agenda to discuss the location <br />of a new industry in Lee County. Commissioner Dossenbach moved to approve the agenda as printed <br />with the above additions. Commissioner Cox seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a resolution accepting Single-Family Housing Rehabilitation Program <br />funds from the NC Housing Finance Agency and a sub-recipient agreement designating Johnston-Lee <br />Community Action as a sub-recipient under that application. Planning Director Trevis Averett told <br />the Board The North Carolina Housing Finance Agency has awarded Lee County a Single-Family <br />Housing Rehabilitation Program (SFR) Grant in the amount of $243,000 for housing rehabilitation <br />activities. The Board of Commissioners approved in July, 1994, to supply $20,000 in local funds for <br />this project. The funds will be used to rehabilitate ten (10) homes with moderate needs for low-income <br />households. Funds for the project will be disbursed by NCHFA to Lee County in four (4) separate <br />advances equal to 25% of the grant amount after the Funding Agreement is returned. After some <br />discussion Commissioner Cox moved to approve the following: <br />RESOLUTION ACCEPTING SINGLE-FAMILY <br />HOUSING REHABILITATION PROGRAM FUNDS FROM <br />THE NORTH CAROLINA HOUSING FINANCE AGENCY <br />01 <br />WHEREAS, the North Carolina Housing Finance Agency has awarded the County of Lee, <br />North Carolina, a Single-Family Housing Rehabilitation Program (SFR) Grant in the amount of <br />$243,000 for housing rehabilitation activities; and <br />
