ri n <br />ouUr, IL vw ~ f. . <br />MINUTES OF THE SPECIAL WORK SESSION <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MONDAY, FEBRUARY 26, 1996 <br />The special work session of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 7:30 a.m. in the Gordon A. Wicker Community Conference Room at the Lee <br />County Government Center, 106 Hillcrest Drive, Sanford, North Carolina. Commissioners' present were <br />Jimmie M. Cox; John R. Dossenbach, Jr., F. Hubert Garner; Van R. Groce; Bertha L. Matthews; J. <br />/ Douglas Moretz and Robert T. Reives. <br />Chairman Garner presided and the following business was transacted, <br />County Attorney K. R. Hoyle delivered the invocation. <br />The Board considered a draft of the minutes from the regular January 22, 1996 work session. <br />After noting a correction Commissioner Cox moved to approve the minutes as the official record of said <br />meeting. Commissioner Dossenbach seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reivcs <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered approval of the agenda. Chairman Garner requested that item 4-13 - <br />discussion on pre-application grant for the Hispanic Task Force be withdrawn from the agenda. <br />Commissioner Cox moved to approve the agenda as printed, including the deletion of item 4-B as <br />requested. Commissioner Reives seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager William Cowan discussed with the Board his recommendations for the Capital <br />Improvements Plan (CIP) for 1996/97-2000/2001 and answered questions of the Board. He discussed in <br />detail four categories - Administration and Human Resources; Education; Community Development and <br />Public Safety and his recommendations for each category. <br />The Board discussed a sound system for the Gordon A. Wicker Community Conference Room. <br />County Manager William Cowan told the Board at an earlier Board meeting Public Works Director <br />Kenny Cole was instructed to get estimates for the installation of a sound system for the conference room. <br />Mr. Cole had received the following estimates: <br />
