006 <br />booK S ?t"'S 339 <br />The Board considered a project ordinance accepting Single-Family Housing <br />Rehabilitation Program funds from the NC Housing Finance Agency. County Manager <br />William Cowan told the Board this ordinance was needed to establish a budget for this <br />project which was approved by the Board at their February 19, 1996 meeting. <br />Commissioner Matthews moved to approve a single family housing rehabilitation project <br />ordinance accepting Single-Family Housing Rehabilitation Program funds from the NC <br />Housing Finance Agency, a copy of which is attached to these minutes and by this <br />reference made a part hereof. Commissioner Reives seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a resolution that no one vary from the County's pay plan . <br />without authorization from the full Board of Commissioners. Commissioner Moretz <br />moved approval of the following resolution: <br />RESOLVED, that the County Commissioners of Lee County direct that no one, <br />including the Mental Health Authority, vary from the County's pay plan without <br />authorization from the full Board of Commissioners. Commissioner Dossenbach <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach and Moretz <br />Nay: Garner, Groce, Matthews and Reives <br />The Chairman ruled the motion had been defeated by a four to three vote. <br />The Board considered the 1995/96 pay plan for the Lee-Harnett Mental Health <br />Authority. Commissioner Reives moved approval of the 1995/96 pay plan for Lee- <br />Harnett Mental Health with the understanding that if that pay plan exceeds Lee <br />County's, or the highest of the two in 1996/97, it will be brought before this Board for <br />approval. Following additional discussion Commissioner Moretz moved to table the <br />matter. Commissioner Dossenbach seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Dossenbach and Moretz <br />Nay: Garner, Groce, Matthews and Reives <br />The Chairman ruled the motion had been defeated by a four and three vote. <br />After further discussion of the original motion, Commissioner Groce seconded <br />Commissioner Reives original motion, and upon a vote, the results were as follows: <br />5 <br />
