aoo;z N rr & 0115 <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Smart Start application. County Manager William <br />Cowan told the Board The Coalition To Improve The Quality Of Life In Lee County <br />was no longer eligible to apply for Smart Start funds this year. The Lee County Board <br />of Education has expressed an interest in applying for this application for Lee County. <br />After some discussion Commissioner Groce moved to ask the Lee County Board of <br />Education to apply for a North Carolina Smart Start Grant on behalf of the Lee <br />County Board of Commissioners. Commissioner Reives seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives asked the Board for a moment of personal privilege to <br />comment on two memos he had recently received from the County Manager's Office <br />concerning "Information Requested on Outside Employment by Lee County <br />Employees". Mr. Reives made the following statement, <br />"I just want the record to show that I have never made such a request <br />for information and unless it violates Lee County policy or the area <br />authority's boards policy, I honestly have no interest or wishes to know <br />who does what. I want the record to show that I'm not a part of this <br />request. The second document that came to me relates to the Lee- <br />Harnett Mental Health Authority. One document says "Lincoln Day <br />Dinner - Jack Dossenbach Comments. " I don't know if Commissioner <br />Dossenbach made these comments but it says "Lee County <br />Government needs to be down sized there is waste abundant." If you <br />made these comments you may have some information you want to <br />share, I'm not aware of any meeting I participated in that we talked <br />about down sizing Lee County Government, nor do I know of any <br />waste, abundant or otherwise, and if those are things you wish to share <br />with the Board I'm open to listen but I have not participated in any <br />meeting that we discussed this matter nor do I support this at this <br />point." <br />Commissioner Matthews moved to go into closed session to consult with the <br />County Attorney to consider and give instructions concerning the handling of a claim <br />pertaining to the Lee County jail. Commissioner Cox seconded the motion, and upon <br />a vote, the results were as follows: <br />14 <br />
