soox 16 ?t:i~i 36 " <br />Commissioner Moretz moved that the Board forward a letter, from the Chairman <br />of the Board of Commissioners, to former Chairman of the Airport Authority Herb <br />Hincks, commending him for his excellent work on the Sanford-Lee County Regional <br />Airport Authority. Commissioner Cox seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed the Lee-Harnett Mental Health 1996/97 pay plan. After <br />some discussion Commissioner Reives asked County Manager William Cowan to <br />complete the county's pay plan and report back to the Board so a comparison could be <br />made of the county and Lee-Harnett Mental Health. No action was taken on the matter. <br />The Board considered a contract for state funding for FY 1996/97 between the <br />State of North Carolina and the Lee County Health Department. Health Director Phyllis <br />Lowry told the Board a consolidated contract was approved by the Board of Health at <br />their March 20, 1996 meeting. Commissioner Dossenbach moved to approve a contract <br />between the State of North Carolina and the Lee County Health Department for state <br />funding for FY 1996/97. Commissioner Groce seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered appointments to the Lee County Land Use Steering <br />Committee to study the land use plan. Planning Director Trevis Averett supplied a list <br />of proposed appointees for this committee. After some discussion it was decided to wait <br />and make appointments at the work session on April 8, 1996. <br />The Board considered recommendations of the Planning Board. Planning <br />Director Trevis Averett told the Board the Planning Board recommended denial of the <br />petition by Alex Autry to rezone from Residential Agricultural District to Residential <br />Restricted District 62.17 acres of land on the south side, of Hwy. 42 East, Broadway <br />Road. Commissioner Reives moved to table the request. Commissioner Groce <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: Cox <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />04 <br />4 <br />
