00 3 <br />sooK 16 393 <br />WHEREAS, North Carolina is one of only seven states which requires counties to <br />match 5% of Medicaid cost as well as a 5% AFDC match. Further, North Carolina is the <br />only state which requires counties the burden be placed on local tax payers and is <br />especially severe in rural counties experiencing low growth in tax base and where a large <br />percentage of the population is poor and elderly. <br />NOW, THEREFORE, BE IT RESOLVED, that the Lee County Board of <br />Commissioners hereby implores the State of North Carolina to assume responsibility and <br />financial liability for all social programs. The excessive fiscal burden placed on Lee <br />County by unfunded mandated programs undermines the County's ability to provide basic <br />services to the citizens and to fund infrastructure, capital needs, and public schools. <br />BE IT FURTHER RESOLVED, that copies of this Resolution shall be <br />transmitted to the Governor of North Carolina, to the Lieutenant Governor of North <br />Carolina, to President Pro Tempore of the North Carolina Senate, to the Speaker of the <br />North Carolina House of Representatives, to members of the Lee County Legislative <br />Delegation, to the North Carolina Association of County Commissioners, and to the 99 <br />other counties in North Carolina. <br />Commissioner Groce joined the meeting at this time. Commissioner Moretz <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered items for surplus for an upcoming auction. Public Works <br />Director Kenny Cole presented a list of surplus items to be considered for a joint auction <br />on June 8, 1996 with the City of Sanford. After much discussion Mr. Cole was instructed <br />to get vehicle maintenance records on all vehicles on the surplus list for the next meeting. <br />Several questions arose concerning other items on the list. No action was taken on the <br />matter <br />The Board considered banking service proposals. Finance Director Lisa Minter <br />told the Board she had received bids for a 3-year banking contract for the period of July 1, <br />1996 - June 30, 1999, from the following banks: <br />BB&T <br />Centura <br />First Citizens <br />First Union <br />Wachovia <br />3 <br />
