0 3o6i, 16 L 40P 0 0 6 <br />WHEREAS, thousands of American men and women have sacrificed their lives in <br />battle to maintain this country as a land of freedom and opportunity; and <br />WHEREAS, it is proper for every American citizen to hold in reverence and <br />honor the American Flag as the emblem of our Country and in patriotic memory of those <br />persons who have died to protect our County's freedom; and <br />WHEREAS, it is appropriate that we show our pride of our Country by displaying <br />the American Flag at our homes and throughout our community, <br />NOW, THEREFORE, BE IT PROCLAIMED, that June 15, 1996 be <br />recognized in Lee County as "Flag Day" and every citizen of Lee County is called upon <br />to participate in the special activities of this day and to proudly display the American Flag <br />in their neighborhood. <br />Commissioner Dossenbach seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Dossenbach, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Vice-Chairperson ruled the motion had been adopted unanimously. <br />The Board considered a resolution urging support for the $1.8 billion state bond <br />for school capital construction. Commissioner moved to approve the following: <br />RESOLUTION URGING SUPPORT FOR $1.8 BILLION <br />SCHOOL BOND ISSUE AND A DEDICATED FUND SOURCE <br />WHEREAS, North Carolina faces a public school facilities crisis of unprecedented <br />magnitude, and <br />WHEREAS, the General Assembly's School Capital Construction Study <br />Commission surveyed the public school facility needs of all 100 counties and found that <br />statewide needs will exceed $6.2 billion in just the next five years, and <br />WHEREAS, legislation is pending in the General Assembly that would authorize a <br />major bond issue of $1.8 billion for public school facilities, a proposal that also would <br />require substantial local matching funds, and <br />WHEREAS, a bond issue of least this amount is essential, because the total funds <br />that this bond issue would raise, including all local matching funds, would be far less than <br />the statewide short-term need of $6.2 billion, and <br />3 <br />
