a~o~ 16 lta 406 0 0 4 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MONDAY, JUNE 3, 1996 <br />The regular meeting of the Board of Commissioners for the County of Lee, State <br />of North Carolina, convened at 8:00 a.m. in the Gordon A. Wicker Community <br />Conference Room, 106 Hillcrest Drive, Sanford, North Carolina. Commissioners' present <br />were Jimmie M. Cox; John R. Dossenbach, Jr.; Van R. Groce; Bertha L. Matthews, J. <br />J Douglas Moretz and Robert T. Reives. Commissioner F. Hubert Garner was absent due <br />to a death in the family. <br />Vice-Chairperson Bert Matthews presided and the following business was <br />transacted: <br />Commissioner Van Groce delivered the invocation. <br />The Board met jointly with members of the Sanford Board of Aldermen. <br />Aldermen present were Clawson Ellis; J. T. Kirkman; Lois Stewart; Walter McNeil, Jr.; <br />Linwood Mann; Phillip Dusenbury and Joe Martin. City Manager Leonard Barefoot and <br />Mayor Winston Hester were also present. <br />Public Works Director Kenny Cole went over the proposed water purchase <br />agreement with the City of Sanford for Phase I of the countywide water project. After <br />much discussion it was agreed for the County Manager and City Manager, with <br />appropriate staff needed, to meet, work out details and make a presentation to both <br />Boards by the end of June. <br />County Manager William Cowan discussed with the Boards' the updating of the <br />emergency 9-1-1 system which will require a $1.00 surcharge on all telephone bills in Lee <br />County. After some discussion Commissioner Reives moved for the County Manager to <br />proceed with request for proposals for the rural addressing system project. Commissioner <br />Groce seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Vice-Chairperson ruled the motion had been adopted unanimously. <br />The Board took a five minute recess. <br />
