Commissioner Groce seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed an MIS-Data Systems Analyst I position for the Information <br />Systems Department. Ms. Margo Burnette from Burnette Consulting spoke with the <br />Board in reference to the importance of having an additional MIS employee on Board for <br />staffing purposes. No action was taken on the matter. <br />The Board discussed the purchase of lap top computers for Environmental Health. <br />County Manager William Cowan told the Board the Health Department had withdrawn <br />their request for this item due to there currently being no software available. <br />The Board discussed a Safety/Training Officer position. Mr. Phil Middlebrooks <br />from Sedgewick James of the Carolinas was present and told the Board Lee County is <br />currently in a situation, due to the large number of workman comp claims submitted, <br />where there is a need for a training officer. He told the Board over two hundred (200) <br />claims have been submitted over the past five years, and the County needs to reduce their <br />accident rate. He further told the Board that $14,500 was available in rebate money that <br />can go toward the filling of such a position. No action was taken on the matter. <br />The Board discussed an Animal Control Contract with the City of Sanford. <br />County Manager William Cowan told the Board the City of Sanford, if approved, will <br />contribute $50,000 to this program annually. No action was taken on the matter. <br />The Board discussed the Emergency Management and 911 Communications. <br />County Manager William Cowan told the Board he was recommending the Emergency <br />Services Department, which consists of two employees currently employed by the City of <br />Sanford, be transferred to the County effective July 1, 1996. On that date, the County <br />would become responsible for all program costs as presented in this year's budget. It is <br />understood that the program would continue to operate out of City Hall until the new <br />Emergency Services building is completed. Those revenues forwarded to the City from <br />the State of North Carolina Emergency Management Office and Carolina Power & Light <br />will be redirected to Lee County. Based upon the proposed budget, Lee County would <br />incur an additional expense estimated to be $39,265 as a result of this change. An <br />additional $10,000 will be needed in the budget to fund this program. No action was <br />taken on the matter. <br />Mr. Cowan further discussed with the Board the 911 Communications Program which <br />began in 1989 and has been cost-shared since that time based on a ratio wherein Lee <br />County pays 31 percent of the cost.
