The tract is for all intents and <br />purposes landlocked. Boone Drive and Boone Circle are <br />the only streets leading to the property and they have never <br />been opened. The property was conveyed by the City of <br />Sanford for park purposes under a fee determinable title. <br />After some discussion Commissioner Groce moved to give the above 13.31 tract of land <br />back to the City of Sanford. Commissioner Moretz seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Groce and Moretz <br />Nay: Cox, Dossenbach, Garner, Matthews and Reives <br />The Chairman ruled the motion had been defeated by a five to two vote. <br />After further discussion Commissioner Moretz moved to declare the twenty-three (23) <br />parcels owned by the County surplus property and solicit professional real estate <br />assistance to dispose of property. Commissioner Groce seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a rezoning request from Mr. Wayne Spivey to rezone 95.02 <br />acres of land on the east side of Minter School Road from Residential Agricultural District <br />to Residential Restricted District. This matter was heard at the March 18, 1996 joint <br />public hearings with the Planning Board and tabled at the April 1, 1996 Board of <br />Commissioners meeting. Planner Glen Moore told the Board the Planning Board's <br />recommendation was to deny the rezoning request. After some discussion Commissioner <br />Cox moved to approve the recommendation of the Planning Board.
