0003 <br />BOOK 16 PACE 617 <br />The Chairman ruled the motion had been adopted unanimously and the meeting <br />continued. <br />Public Works Director Kenny Cole gave the Board a progress report on Phase 1 of <br />the Water System Project. The following items were discussed: <br />• General review of plans and specifications <br />• Acquisition of booster pump and tank site <br />• User agreement contract enrollment process <br />• Public meetings to be held on September 12 and 24, 1996 <br />He went over with the Board various problems he has encountered concerning private <br />easements and drives. No action was taken on the matter. <br />At 9:40 a.m. Commissioner Reives moved to extend the meeting till 10:00 a.m. to <br />finish items on the agenda. Commissioner Cox seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the meeting <br />continued. <br />The Board next discussed an offer received from the North Carolina Department <br />of Transportation (NCDOT) for right-of-way and construction easements on the <br />courthouse property in connection with project to widening Horner Boulevard in Sanford, <br />North Carolina. Commissioner Groce moved to reject the offer received from the <br />Department of Transportation and to authorize the officers of the Board to execute the <br />necessary documents to convey the requested right-of-way and construction easements for <br />the sum of $11,050.00. The motion was duly seconded and upon a vote unanimously <br />adopted. <br />The Board discussed the proposed 421 Bypass. Commissioner Reives had asked <br />that information be supplied to Board members, for informational purposes only, <br />concerning the number of homes, businesses, churches, etc. that would be displaced in <br />reference to this project. He also asked the County Manager to keep in contact with the <br />Department of Transportation in reference to public hearings that will be held so the <br />public can be kept abreast of what is happening concerning this proposed project. <br />There being no further business to come before the Board Commissioner <br />Matthews moved to adjourn the meeting. Commissioner Groce seconded the motion, and <br />upon a vote, the results were as follows: <br />3 <br />
