Under eansiderati <br />the additional eests of the impr anee, and any eeemffliie <br />less eaused by the aeoess to the subdivision. <br />NOTE: This section is to remain as written. <br />Public Hearin on Proposed Amendments to the Watershed Protection Ordinance <br />Effective August 1, 1995 the rules adopted by the North Carolina Environmental <br />Management Commission (NCDEM) for protection of watershed areas surrounding <br />surface water supplies (reservoirs & river intakes) were amended. The amendments <br />included provisions that added flexibility and clarification to the requirements that local <br />governments must follow in implementing the states Water Supply Watershed Protection <br />Program. <br />Local governments are not required to amend their watershed protection ordinances to <br />include the new provisions. Any changes made locally are optional and entirely <br />voluntary. <br />Lee County's Watershed Protection Ordinance (originally adopted December 6, 1993, as <br />amended) has been rewritten in its entirety to reflect the minimum standards required by <br />the state's Water Supply Watershed Protection Program and to include new provisions <br />and clarifications made possible by the NCDEM rule changes. <br />None of the changes proposed for adoption are more stringent than the previous <br />provisions. The most significant change for Lee County is the inclusion of the ten (10) <br />percent/seventy (70) percent option for WS-IV Protected Area Classification. This <br />option will allow ten (10) percent of the County's WS-IV Protected Areas to be <br />developed at seventy (70) percent built-upon area versus the current thirty-six (36) <br />percent. <br />The Watershed Protection Ordinance is applicable to 4 watershed areas of Lee County <br />classified as follows: <br />Little River (Intake No. 2), WS-I11- BW (Balance of Watershed) <br />Cape Fear River (Sanford), WS-IV-CA (Critical Area) <br />Cape Fear River (Sanford), WS-IV-PA (Protected Area) <br />Deep River (Lee County), WS-IV-CA (Critical Area) <br />Deep River (Lee County), WS-IV-PA (Protected Area) <br />Deep River (Gulf-Goldston), WS-IV-CA (Critical Area) <br />
