Major Subdivisions - procedures for subdivisions with lots less than 5 <br />acres or where public or private street dedication or extensions of <br />public water, sewer or other public improvements are involved. <br />Approval of a pre! 4 minary plat and the final plat by The Lee County <br />Planning Board and The Board of Commissioners will be-Fequifed. <br />Evaluation of each lot by a private soil specialist to determine <br />suitability for an on-site, sub-surface sewage treatment and disposal <br />system shall be required The proposed subdivision and the work of <br />the soil specialist must be reviewed by the Lee County Health <br />Department. Approval of a preliminary plat and the final plat by the <br />Lee County Planning Board and the Board of Commissioners shall <br />be required Approval of the final plat by the soil specialist, the NC <br />Department of Transportation and otter public agencies, as <br />necessary, shall be required <br />3. Amend Article VIII, Section I. Sub-Section 21. "Private Roads", which provides <br />that subdivisions may be developed with private, unpaved roads to the standards <br />contained in this Sub-Section, provided that, the lots created average 5 acres each, <br />no lot is less than 3 acres in size, the 10 acre or larger lots are not included in the <br />calculation of average lot size, and all land within the lot lines is to be included in <br />the lot area except public rights-of-way, as follows: <br />-Reduce the minimum average lot size from 5 acres to 3 acres; <br />-Reduce the minimum lot size from 3 acres to 80,000 square feet <br />(1.84 acres); <br />-Provide that lot area within the private road right-of-way is not- <br />to be included in calculation of average of minimum lot size but not to <br />be included in calculation of minimum lot size; <br />4. Amend Article V, Article VII, and Article VIII to provide that no <br />subdivision will be allowed which results in lots less than 5 acres in size <br />unless the lots front or abut a public or private road that meets the <br />minimum design standards for improvements established in Article VIII. <br />Amend Article V, Article VII, and Article VIII to provide for subdivisions <br />off of a private easement, provided that, no lot is less than 5 acres in size, <br />and each lot fronts or abuts an access easement which has a minimum <br />width of 30 to 50 feet and connects directly to a publicly-maintained road. <br />All lots must be certified by a private soil specialist to be suitable for an <br />on-site, sub-surface sewage treatment and disposal system. <br />6. Amend Article VIII, Section I "Streets" by revising Sub-Section 2. <br />"Access to Adjacent Properties" which provides that when in the opinion <br />
