® 0004 <br />boos 16 PnE 624 <br />WHEREAS, quality education and an excellent highway system are key elements <br />in economic progress; and <br />WHEREAS, North Carolina's public schools are overcrowded and often <br />dangerously outdated, and highways are badly congested, and in need of widening or <br />paving to ensure safety; and <br />WHEREAS, with the approval of highway bonds, construction of many strategic <br />highway projects across North Carolina can be accelerated, thereby reducing land and <br />construction costs caused by inflation; and <br />WHEREAS, the highway bonds will expedite the paving of thousands of miles of <br />unpaved roads and the completion of key links between rural and urban areas, creating <br />greater opportunity to bring jobs to rural North Carolina; and <br />WHEREAS, the proposed school bonds will provide more equity between urban <br />and rural school districts throughout the state; and <br />WHEREAS, the school bonds will decrease the reliance on property taxes to fund <br />school construction; and <br />WHEREAS, use of the highway and school bond funds will not require tax <br />increases; and <br />NOW, THEREFORE BE IT RESOLVED, that the Lee County Board of <br />Commissioners supports the passage of the State Highway and School Construction <br />Bonds on the ballot on November 5, 1996, and the members of this organization will work <br />to secure their passage. <br />Commissioner Matthews seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an ordinance to grant a franchise for non-emergency <br />ambulance service to American Medical Response, Inc. County Attorney K. R. Hoyle <br />told the Board American Medical Response, Inc. had made an application for a franchise <br />from Lee County to operate a non-emergency and convalescent ambulance service in Lee <br />County. This ordinance will require votes at two consecutive meetings before it can be <br />adopted. After some discussion Commissioner Groce moved to approve the first reading <br />of an ordinance to grant a franchise for non-emergency ambulance service to American <br />4 <br />
