After some discussion <br />Commissioner Dossenbach moved to approve the rezoning request to rezone from <br />Residential Mixed District to Highway Commercial District a tract of land located at 6416 <br />Pine Forest Road. Commissioner Cox seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Dossenbach and Matthews <br />Nay: Garner, Groce, Moretz and Reives <br />The Chairman ruled the motion had been defeated by a four to three vote. <br />The Board considered a disruptive behavior policy for COLTS. Transportation <br />Coordinator Bob Brown presented a draft proposal behavior policy which had been <br />approved by the Transportation Advisory Board. After some discussion and minor <br />changes, Commissioner Groce moved to approve the proposed behavior policy for <br />COLTS, with the minor changes discussed. Commissioner Dossenbach seconded the <br />motion. After further discussion Commissioner Moretz made a substitute motion to <br />delete the following from the policy, "Failing to treat other passengers in a courteous <br />manner". This motion died for lack of a second. Upon a vote of the original motion, the <br />results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews and Reives <br />Nay: Moretz <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered a Home and Community Block Grant for Senior Services. <br />Senior Services Director Pam Adams told the Board The North Carolina General <br />Assembly has increased Lee County's Home and Community Block Grant from $197,107 <br />to $238,817. She asked the Board to consider the following personnel changes, based on <br />the $41,710 increase from this grant: <br />• upgrade Senior Center Coordinator's position to Volunteer <br />Coordinator which would create a new service called the <br />Volunteer Corps <br />• upgrade nutrition site manager's position to Senior Center <br />Coordinator <br />• create a Social Worker I position <br />Commissioner Groce moved to approve the personnel changes as presented. <br />Commissioner Cox seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />2 <br />
