After some discussion Commissioner Dossenbach moved to approve the rezoning request to rezone from Residential Mixed District to Highway Commercial District a tract of land located at 6416 Pine Forest Road. Commissioner Cox seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Dossenbach and Matthews Nay: Garner, Groce, Moretz and Reives The Chairman ruled the motion had been defeated by a four to three vote. The Board considered a disruptive behavior policy for COLTS. Transportation Coordinator Bob Brown presented a draft proposal behavior policy which had been approved by the Transportation Advisory Board. After some discussion and minor changes, Commissioner Groce moved to approve the proposed behavior policy for COLTS, with the minor changes discussed. Commissioner Dossenbach seconded the motion. After further discussion Commissioner Moretz made a substitute motion to delete the following from the policy, "Failing to treat other passengers in a courteous manner". This motion died for lack of a second. Upon a vote of the original motion, the results were as follows: Aye: Cox, Dossenbach, Garner, Groce, Matthews and Reives Nay: Moretz The Chairman ruled the motion had been adopted by a six to one vote. The Board considered a Home and Community Block Grant for Senior Services. Senior Services Director Pam Adams told the Board The North Carolina General Assembly has increased Lee County's Home and Community Block Grant from $197,107 to $238,817. She asked the Board to consider the following personnel changes, based on the $41,710 increase from this grant: • upgrade Senior Center Coordinator's position to Volunteer Coordinator which would create a new service called the Volunteer Corps • upgrade nutrition site manager's position to Senior Center Coordinator • create a Social Worker I position Commissioner Groce moved to approve the personnel changes as presented. Commissioner Cox seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives Nay: None 2
