After <br />some discussion Commissioner Reives moved to meet Monday, December 2, 1996, at the <br />Lee County Courthouse at 9:00 a.m. for the swearing in ceremony of new Board <br />members, and the regular meeting to begin at 10:00 a.m. at the Lee County Government <br />Center. Commissioner Matthews seconded the motion, and upon a vote, the results were <br />as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed a Planning/Inspections merger with the City of Sanford. City <br />Manager Leonard Barefoot discussed with the Board reasons for combining the <br />departments in the Federal Building on Carthage Street. After much discussion <br />Commissioner Reives moved for Mr. Barefoot to prepare and present a proposal for <br />merging city and county planning and inspection departments for consideration and <br />discussion at the first meeting in January, 1997. Commissioner Moretz seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Groce, Matthews, Moretz and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a User Agreement between Sanford Festivals, Inc. and Lee <br />County for the Lee County Library. County Attorney K. R. Hoyle told the Board Sanford <br />Festivals, Inc. was requesting to use the children's area of the Lee County Library for the <br />"First Night 1997" celebration. Commissioner Matthews moved to approve the User <br />Agreement between Sanford Festivals, Inc. and Lee County for the Lee County Library as <br />presented.
