0 06 <br />500K. 16 FtCF 705 <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a contract for the Certified Nurse Midwifery Project. <br />Health Director Phyllis Lowry told the Board the Lee County Health Board had approved <br />entering into a contract with the North Carolina Department of Environment, Health and <br />Natural Resources, Division of Maternal and Child Health to provide certified nurse <br />midwifery services to poor and under served pregnant women and teens through an <br />agreement with the Lee County Health Department, Central Carolina Hospital and <br />Carolina Women's Health Center. The Health Department would be the financial <br />fiduciary for the disbursement of funds to Central Carolina Hospital. After some <br />discussion Commissioner Reives moved to approve the contract as presented. After <br />further discussion Commissioner Moretz moved to table the matter. Commissioner Cox <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Mansfield and Moretz <br />Nay: Garner, Matthews, Paschal and Reives <br />The Chairman ruled the motion had been defeated by a four to three vote. <br />After still further discussion Commissioner Reives moved once again to approve the <br />contract as presented. Commissioner Matthews seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Garner, Mansfield, Matthews, Paschal and Reives <br />Nay: Cox and Moretz <br />The Chairman ruled the motion had been adopted by a five to two vote. <br />The Board considered budget amendment 9 12/02/96/13. Finance Director Lisa <br />Minter answered questions of the Board. After some discussion Commissioner Matthews <br />moved to approve the budget amendment as presented, a copy of which is attached to <br />these minutes and by this reference made a part hereof. Commissioner Paschal seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from the Sons of Confederate Veterans to fly the <br />Confederate National Flag at the Lee County Courthouse on Sunday, January 19, 1997, in <br />observance of Robert E.
