Cowan, County Manager <br />~v <br />FROM: Kenny Cole, Public Works Director <br />DATE: January 28, 1997 <br />REF: Water Purchase and Maintenance by the City of Sanford <br />7A <br />We have approximately 820 water customers on our Tramway System. These <br />customers are supplied with four (4) ground water wells. Two of these wells have been <br />taken out of service. One was taken out due to a bad pump, and the other due to <br />contamination of E. Coli Bacteria. With only two wells remaining, we are barely able to <br />supply our customers. The State requires wells to run only 12/hrs/day. Our wells are <br />running approximately 14-17 hrs/day. If one of the two in operation was to fail, we would <br />have to use our back up source to supply our customers. <br />To fix the two wells out of operation would cost approximately $6,000 to <br />$10,000, with the chance that the contamination may return.. Since we are within 12 <br />months of executing the contract previously approved by the Board, I recommend closing <br />our wells and purchasing water/maintenance from the City of Sanford. If this is done we <br />will have a slight increase in water rates plus a reduction in staff. We will also have to get <br />on the same billing cycle with the City of Sanford. This would result in a billing cycle of <br />greater than 30 days. <br />A. Billing Cycle: <br />Lee County reads on the 25th <br />City of Sanford reads on the 7th <br />billing cycle 45 days . <br />B. Water Rates: <br />1996 - 1997 Maintenance Budget = $260,262.00 <br />0 Highest water consumption (1993) = 63,915,500 gallons. <br />
