aOOK 16 n'u 827 0 2 <br />• proclamation for group study exchange program of The Rotary <br />Foundation of Rotary International <br />Commissioner Moretz seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a resolution requesting support for statewide legislation for <br />a menu of local options. After some discussion Commissioner Paschal moved approval of <br />the following: <br />RESOLUTION <br />REQUESTING SUPPORT FOR STATEWIDE LEGISLATION FOR <br />A MENU OF LOCAL REVENUE OPTIONS <br />WHEREAS, like many other rapidly growing counties, Lee County is burdened <br />more and more by increased capital and operating expenditures; and <br />WHEREAS, property owners in Lee County and other counties in North Carolina <br />have had difficulties with the increased property tax burden from these increased <br />expenditures; and <br />WHEREAS, the General Assembly through a series of acts over the years, have <br />authorized various local governments to levy local fees and taxes to reduce the property <br />tax burden; and <br />WHEREAS, local room occupancy taxes, prepared meals taxes, sales taxes, <br />amusement taxes, land transfer taxes, and impact fees are examples of revenue sources <br />that some or all local governments have been authorized to levy; and <br />WHEREAS, these local revenue options could be important alternative sources of <br />support for local governments like Lee County experiencing budget limitations in light of <br />growing needs and mandates; and <br />WHEREAS, the North Carolina Association of County Commissioners has <br />recognized the need for all counties to have flexible revenue sources to reflect individual <br />county circumstances and has endorsed a Menu of Local Revenue Options as a legislative <br />goal. <br />NOW, THEREFORE, BE IT RESOLVED, by the Lee County Board of <br />Commissioners that this County, by and through its Board of Commissioners, officially <br />and respectfully requests that the General Assembly of the State of North Carolina adopt <br />2 <br />
