Commissioner <br />Paschal seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the Board was <br />in closed session. Following discussion in closed session, Commissioner Cox moved to go <br />out of closed session. Commissioner Paschal seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The chairman ruled the motion had been adopted unanimously. <br />The meeting recessed until 7:00 p.m. Upon returning at 7:00 p.m., with all <br />members present, Chairman Garner opened the meeting for public comments concerning <br />the proposed Capital Improvements Program for FY 1997/98. No one spoke for or <br />against the proposed program. <br />Chairman Garner closed this portion of the public hearing. Commissioner Cox <br />moved to open public hearings with members of the Planning Board.
