The Environmental Affairs Board made the following recommendations 007 <br />on the proposed discharge sites: <br />• the preferred discharge site is one that requires the <br />wastewater from the West Cary treatment facility to be <br />discharged into Jordon Lake. <br />• if the state does not allow the preferred option above, the <br />wastewater should be discharged below the Buckhorn <br />Dam (Yarborough Lake - the water source for City of <br />Sanford, Lee County, Broadway and part of Chatham <br />County). <br />• a letter should be forwarded to Town of Cary, Sanford <br />Alderman, Lee County Commissioners and Broadway <br />Commissioners regarding this matter. <br />After much discussion Commissioner Reives moved to forward a letter to <br />the Town of Cary, Harnett County Commissioners and legislative <br />delegates that the West Cary Wastewater Treatment Plant discharge into <br />Jordan Lake. Commissioner Moretz seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and <br />Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an ordinance establishing a moratorium on <br />the construction and erection of personal wireless facilities in Lee <br />County. Commissioner Moretz asked the Board to consider an ordinance <br />to temporarily prohibit the erection or placement of certain personal <br />wireless facilities in Lee County for a period of time to allow the Lee <br />County Planning Board to develop, with public input, an ordinance <br />which would regulate the future placement and construction of these <br />facilities. If approved, this time period would allow the Planning Board <br />time to address, among other concerns, location, placement, design, <br />impact, and appearance of Personal Wireless Facilities. The purpose of <br />the ordinance would be to protect the health, safety, welfare, and <br />property values of citizens of Lee County from potential adverse effects <br />caused by these facilities, such as falling antenna towers or damage to <br />towers from ice, children being injured by playing on or around the <br />facility and aesthetic harm to residential communities.
