If the Southwest Elementary School had an estimated cost of $6.5M and <br />the cost estimates included construction at $85 per square foot and <br />architect and engineering fees, furniture and technical equipment and <br />allocation for land, waste water and any needed demolition, and you now <br />had bid figures which reflect construction at $81.68 per square foot why is <br />it that the project, with no contingency and no furniture, is listed at <br />$6,953,598 or $453,598 more than the original estimate? <br />The primary reason for the difference in cost is due to added square <br />footage. Due to State mandates that require fewer children in classrooms, <br />more classrooms are required. Full size gyms were added that also <br />increased the square footage. <br />9. Likewise with respect to Deep River School, if your bid reflects <br />construction cost of $84.75, how did the project costs, again without <br />furniture or contingency, get to be $7,383,106 or $883,106 more than the <br />original estimate? <br />Again, a full size gym was added when it was decided to demolish the <br />existing gym. <br />10. If the County has to resort to grant anticipation notes to meet the short fall <br />or gap in cash flow for the construction projects, how will the Board of <br />Education pay the interest charges? <br />Through fund balances available for appropriation <br />Chairman Garner asked the Board of Education why they had not complied with <br />the County's request to have their school budget to the County by March 14, 1997, that <br />the County Manager had just received the budget today at 5:00 p.m. The response was <br />that the Board of Education had complied with the requirements of State law. <br />Commissioner Reives asked the Board of Education what they plan to do about <br />allowing Pop Warner Football to use school facilities. David Simpson responded that this <br />matter had been turned over to the Building and Grounds Committee, but that the Board <br />of Education had committed the use of Paul Gay Stadium for one Saturday and that it is <br />his intent to work with Pop Warner on allowing them to use school facilities barring it <br />does not interfere with school functions. <br />Commissioner Matthews inquired if there would be more local staffing with the <br />addition of the schools. Steve Wrenn stated that with the closing of Warren Williams and <br />St. Clair and possibly Jonesboro, most teacher/administrator positions would be taken care <br />of. There could possibly be a need to add three support staff members. <br />04 <br />
