After some discussion on this <br />matter, Commissioner Reives moved to leave the Wilrik Hotel <br />renovation project a classification code one, and move the <br />Agribusiness Center project from a three to a one. Commissioner <br />Paschal seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Paschal and Reives <br />Nay: Moretz <br />The Chairman ruled the motion had been adopted by a six to <br />one vote. <br />After further discussion, Commissioner Mansfield moved to approve <br />the following: <br />BE IT RESOLVED by the Board of Commissioners for Lee <br />County that the document entitled "Lee County, North Carolina <br />Capital Improvements Program, Fiscal Year 1997/98 - 2001/02" <br />which consists of a one page Introduction, a one page Project <br />Classification System, three page Summary Index, and a seventy-six <br />page Capital Improvements Program is hereby approved and adopted <br />as the official Capital Improvement Program for Lee County for the <br />period from July 1, 1997 until June 30, 2002. <br />Commissioner Matthews seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Paschal and Reives <br />Nay: Moretz <br />The Chairman ruled the motion had been adopted by a six to <br />one vote. <br />The Board considered By-Laws of the Lee County Economic <br />Development Corporation. County Attorney K. R. Hoyle discussed <br />with the Board various changes reflected in the revised By-Laws. <br />After some discussion, Commissioner Paschal moved to approve the <br />changes to the By-Laws of the Lee County Economic Development <br />Corporation as follows: <br />1. five (5) members appointed by the Lee County <br />Board of Commissioners; <br />]1 <br />6 <br />
