0 a bK 16 pnl <br />The Board considered dates for public hearings concerning an <br />ambulance franchise requested from Central Carolina Hospital. <br />County Attorney K. R. Hoyle told the Board Central Carolina Hospital <br />had submitted an application for an ambulance franchise for Lee <br />County and two public hearings must be held concerning this matter <br />before a franchise can be approved. Commissioner Moretz moved to <br />hold public hearings at 8:00 a.m. on June 2, 1997 and 4:00 p.m. on <br />June 16, 1997. Commissioner Paschal seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and <br />Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted <br />unanimously. <br />The Board considered a Lee County Animal Control Ordinance. <br />Health Director Phyllis Lowry told the Board the Lee County Board of <br />Health had approved an Animal Control Ordinance that allows for <br />civil citations to be assessed against owners of animals that are <br />repeated nuisance law violators, prohibits keeping inherently <br />dangerous animals within the county, and that does not contain any <br />language pertaining to animals at large. After some discussion, <br />Commissioner Cox moved to approve the Animal Control Ordinance <br />presented, effective July 1, 1997. Commissioner Mansfield seconded <br />the motion. After further discussion, Commissioner Matthews made a <br />substitute motion to approve the Animal Control Ordinance, with <br />changes to `Section 2-3-18. Inoculation Tag (B)", effective July 1, <br />1997, a copy which is attached to these minutes and by this reference <br />made a part hereof. Commissioner Cox seconded the motion, and <br />upon a vote on the substitute motion, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and <br />Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted <br />unanimously. <br />The Board considered a resolution to adopt a Capital <br />Improvements Plan for FY 1997-2002. County Manager William <br />Cowan went over various areas of the CIP and answered questions of <br />the Board.
