Boor 16 pa;~ 9 <br />Ol 1. <br />0 <br />RESOLUTION REQUESTING A ONE-CENT LOCAL OPTION <br />SALES TAX <br />TO HELP FUND LOCAL <br />INFRASTRUCTURE NEEDS <br />WHEREAS, cities and counties across North Carolina are confronted with the <br />need to upgrade, expand and construct new water and sewer systems, schools, parks, <br />libraries, landfills, public buildings and other essential infrastructure systems; and <br />WHEREAS, the public infrastructure systems provide the essential backbone <br />necessary to support the efficient and effective delivery of public services that enhance the <br />quality of life in cities and counties; and <br />WHEREAS, the cost to provide needed infrastructure is very substantial and <br />many cities and counties must issue significant debt to finance infrastructure construction, <br />and <br />WHEREAS, cities and counties must rely on the Ad Valorem Property Tax as the <br />principal source of revenue to finance infrastructure construction; and <br />WHEREAS, increasing property tax rates to generate the additional funds <br />required to finance major infrastructure construction projects places a disproportionate <br />and unfair burden on property owners as a singular payer group; and <br />WHEREAS, empowering cities and counties to levy an additional one-cent local <br />option sales tax would provide the additional revenue desperately needed to finance <br />essential infrastructure construction while at the same time more equitably spreading the <br />tax burden among multiple sources and payer groups. <br />NOW, THEREFORE BE IT RESOLVED that the Lee County Board of~ <br />Commissioners urges the Boards of County Commissioners, City Councils, Chambers of <br />Commerce, and Economic Development Boards in cities and counties across the state to <br />
