Commissioner Moretz seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered the Budget Ordinance and Tax Levy for FY 1997-98. <br />County Manager William Cowan passed out additional information concerning the <br />School's requested budget. Finance Officer Lisa Minter outlined various changes to the <br />proposed budget and answered questions from Board members. Commissioner Paschal <br />moved to accept the recommendation of the County Manager and approve the Budget <br />Ordinance and Tax Levy for FY 1997-98 as presented. Commissioner Cox seconded the <br />motion. Commissioner Matthews amended the motion to raise the per pupil allocation to <br />$800 with no tax increase. Commissioner Paschal withdrew his motion to approve the <br />County Manager's recommendation and Commissioner Cox withdrew his second on the <br />motion. After further discussion, Commissioner Matthews withdrew her amended motion <br />to raise the per pupil allocation to $800. After further discussion, Commissioner Cox <br />moved to accept the County Manager's budget with a 1 1/2 cent decrease (3 1/2 cent tax <br />increase). Commissioner Mansfield seconded the motion. After still further discussion <br />Commissioner Moretz moved to table the budget discussion for one week and let him <br />study budget figures given to him prior to the meeting by Finance Officer Lisa Minter. <br />Commissioner Garner seconded the motion, and upon a vote, the results were as follows: <br />Aye: Moretz <br />Nay: Cox, Garner, Mansfield, Matthews, Paschal and Reives <br />The Chairman ruled the motion had been defeated by a six to one vote. <br />Commissioner Moretz then moved to reduce the tax increase by 2 cents (increase by 3 <br />cents). Commissioner Garner seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, and Reives <br />Nay: Paschal <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />Commissioner Cox moved to accept the motion as amended to approve the Budget <br />Ordinance for FY 1997-98 with a 2 cent decrease in taxes (new tax rate of 71 cents), a <br />copy attached and by this reference made a part hereof.
