School officials had recently suggested the county use one of the <br />soon to be vacated St. Clair or Warren Williams school buildings as an agribusiness <br />center. Mr. Reives suggested the Board consider directing the Board of Education to <br />move out of the Heins Education Building into St. Clair or Warren Williams School <br />when they become available. He further suggested the proposed new Agribusiness <br />center could be located in the Heins Building. This would leave the county only one <br />building to dispose of. After further discussion, Commissioner Reives moved for <br />County Manager William Cowan to explore the idea with the Board of Education <br />about relocating to one of the vacated school buildings. Commissioner Mansfield <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz and Reives <br />Nay: Paschal <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered Senate Bill 339. County Manager William Cowan <br />asked the Board to consider opposing Senate Bill 339 entitled An Act to Increase the <br />.Iohs Tax Credit for Tier One Counties. After some discussion, Commissioner <br />Mansfield moved for Lee County to oppose Senate Bill 339 and send a letter to our <br />delegates stating Lee County's opposition. Commissioner Cox seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from the Board of Education for an easement <br />down the Norfolk Southern Railroad line near the Lee County Industrial Park, north <br />of the Lee Brick & Tile property. County Attorney K. R. Hoyle told the Board the <br />County had obtained an easement on this property several years ago and the schools <br />are asking that we grant a license to them, which is a permit for them to use our <br />easement to bring a sewer line extension to a pumping station nearby so they can <br />upgrade the sewer system at the Deep River School site. The schools will also have <br />to get permission from the City of Sanford before this extension can be completed. <br />After some discussion, Commissioner Paschal moved to grant the schools a license <br />for this easement. Commissioner Garner seconded the motion. After further <br />discussion, Commissioner Cox made a substitute motion for the Board of <br />Commissioners to go on record for the City of Sanford to study this issue first. <br />Commissioner Mansfield seconded the motion, and upon a vote, the results were as <br />follows: <br />8 <br />
