Sloan Park, a copy of which is attached to <br />these minutes and by this reference made a part hereof. Commissioner Matthews <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Vice Chairman ruled the motion had been adopted unanimously. <br />Chairman Garner presided over the meeting at this time. <br />The Board discussed a letter written by Commissioner Moretz to Emergency <br />Management Director Warren Lee concerning fire departments assisting in extricating a <br />person/persons from wrecked automobiles and possible training for "first responders". <br />Commissioner Cox asked Larry Kelly, Chief of the Deep River Volunteer Fire Department <br />to respond to this letter, on behalf of the fire departments. Mr. Kelley stated that <br />volunteer firefighters have over 1200 hours of training per year, with 400 of these hours <br />being required by the State. He stated that fire departments are willing to assist EMS and <br />the Rescue Squad in any way they can but they do not have the time for additional training <br />required to become first responders. The fire chief from each volunteer department was <br />present. James Graves, Chief of the Cape Fear Department also spoke briefly about <br />possibly expanding the Rescue Squad. After some discussion, Commissioner Reives <br />moved to send a letter of apology to all the fire departments stating that Commissioner <br />Moretz's letter was not authorized by the Board but submitted by one member. <br />Commissioner Cox seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an implementation grant and discretionary funding for adult <br />services programs in Lee and Harnett Counties. The North Carolina Department of <br />Corrections has awarded Lee and Harnett Counties this funding due to the positive impact <br />in the criminal justice community. Commissioner Cox moved to approve the <br />implementation funding and discretionary funding as presented. Commissioner Paschal <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />4 <br />
