Board of Education Attorney Jimmy Love, Sr. <br />appeared before the Board and informed them the City of Sanford and the Board of <br />Education had approved an easement which would be used by the Board of Education for <br />the laying, operating, and maintaining of a sanitary sewer line to the Deep River School <br />site and for incidental purposes. After some discussion, Commissioner Paschal moved to <br />approve the easement request as presented, a copy of which is attached to these minutes <br />and by this reference made a part hereof. Commissioner Moretz seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Mansfield, Matthews, Moretz and Paschal <br />Nay: Reives <br />The Vice Chairman ruled the motion had been adopted by a five to one vote. <br />Commissioner Reives voted "no" to the motion because his original question of <br />whether the advice previously given by a city staff member, or City Council, had been <br />approved because no answer was given to his question concerning a deal that would save <br />the school approximately $30,000. <br />The Board considered recommendations from the Planning Board. Assistant <br />Planning Director Trevis Averett told the Board the Lee County Planning Board <br />recommended approval of a petition by F. Hubert Garner to rezone from Residential <br />Agricultural District to Highway Commercial District approximately .48 acres of land at <br />7300 Deep River Road. Commissioner Reives moved to approve the recommendation of <br />the Planning Board. Commissioner Mansfield seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />2 <br />
