E00( 17 i)t"Aft 61 0.19 MINUTES OF THE SPECIAL MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, STATE OF NORTH CAROLINA MONDAY, SEPTEMBER 8, 1997 #####k#######+##+#####i#4#+#k###kit##+#iik+k###+ik4#i##########4k####*## The special called meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened at 4:00 pm in the Commissioners' Room, Lee County Government Center, 106 Hillcrest Drive, Sanford, North Carolina. Commissioners present were Jimmie M. Cox; F. Hubert Garner; T. Ervin Mansfield; Bertha L. Matthews; J. Douglas Moretz; Nathan E. Paschal and Robert T. Reives. Chairman Garner presided and the following business was transacted. County Attorney K. R. Hoyle delivered the invocation. Commissioner Moretz moved to go into closed session to 1) consult with and instruct the County Attorney concerning the handling of the judicial action brought by the Lee County Board of Education against the Lee County Board of Commissioners, and 2) discuss matters relating to the expansion of an industry in the area served by the Board of Commissioners. Commissioner Paschal seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives Nay: None The Chairman ruled the motion had been adopted unanimously and the Board was in closed session. After discussion in closed session, Commissioner Moretz moved to go out of closed session. Commissioner Mansfield seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives Nay: None The Chairman ruled the motion had been adopted unanimously. Commissioner Reives moved to conduct a public hearing on September 22, 1997 at 7:00 pm, or as soon thereafter as can be reached on the agenda, on the proposal to offer incentives for the expansion of Frontier Spinning Mills on US 421 North of Sanford, in an
