Commissioner Paschal seconded the motion, and upon a vote, the results were <br />as follows: <br />Aye: Garner, Matthews, Moretz and Paschal <br />Nay: Cox, Mansfield and Reives <br />The Chairman ruled the motion had been approved by a four to three vote. <br />The Board discussed highway improvements for the 1998 Highway Improvement <br />Program. Chairman Garner reminded everyone of a 1998 Transportation Improvement <br />Program Update Meeting that would be held in Asheboro on Wednesday, October 29, <br />1997 at 2:00 p.m. He encouraged those interested to attend. A joint resolution was <br />discussed concerning improvements and/or additions to the 1998 Highway Improvement <br />Program. After some discussion, Commissioner Reives asked that the extension of <br />Seventh Street to Nash Street or Kelly Drive be added to the proposed 1998 Highway <br />Improvement Program. Commissioner Cox seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Matthews moved the Joint Resolution be approved, with the above <br />addition. Commissioner Cox seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from The Sanford Woman's Club concerning the <br />mural "Kinfolk of Virginia Dare." The Board had previously approved the painting to be <br />placed at the Dennis A. Wicker Civic Center. Ms. Marie Profio, representing the <br />Woman's Club, told the Board the painting will not fit on the wall at the Civic Center due <br />to its size and they are requesting it be placed on the brick wall of the second floor lobby <br />area at the new Lee County Courthouse. Commissioner Reives moved to have the <br />painting hung on the brick wall of the second floor lobby area at the new Lee County <br />Courthouse. Commissioner Matthews seconded the motion, and upon a vote, the results <br />were as follows: <br />4 <br />
