0 eoo< 17 pal 66 003 <br />discussion, Commissioner Reives made a substitute motion to table the matter. <br />Commissioner Moretz seconded the motion, and upon a vote of the substitute motion, the <br />results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Averett told the Board the Planning Board recommended approval of the <br />preliminary plat for Farmstead H Subdivision, with the stipulation that Tracts 1 and 2 <br />remain permanently reserved for recreation. Commissioner Matthews moved to approve <br />the recommendation of the Planning Board. Commissioner Cox seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an increase in fee charges for the Health Department. <br />Health Director Phyllis Lowry told the Board the Lee County Board of Health approved <br />at their September 3, 1997 meeting, new fees for services that have been provided in the <br />past, but never charged for before. Charges are based on the cost of service. Some <br />services would increase based on increased cost of service and reimbursement provided by <br />Medicare. After some discussion, Commissioner Reives moved to approve the new fees, <br />not to exceed any statutory limits. Commissioner Cox seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Lease Agreement between Lee County and the State of <br />North Carolina for a forestry building. County Attorney K. R. Hoyle told the Board The <br />Division of Forest Resources wishes to lease to Lee County land in Lee County for the <br />purpose of building a Lee County Forestry Headquarters according to House Bill 53, <br />Section 27.18, Pilot Privatization Project for Construction of Forestry Building. <br />Commissioner Mansfield moved to table the matter. Commissioner Cox seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox and Mansfield <br />Nay: Gamer, Matthews, Moretz, Paschal and Reives <br />3 <br />
