007 <br />® Boos <br />(3) a request from Church of Christ of Sanford for their tax appeal to be <br />heard at the November 17, 1997 meeting. <br />Commissioner Moretz moved the tabled matter concerning a tax appeal for Church of Christ of <br />Sanford be removed from the table and discussed at the November 17, 1997 meeting. <br />Commissioner Reives seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />(4) status report on new school park facilities <br />The Board discussed the procedures for hiring department heads. Much discussion took <br />place but no action was taken on the matter. <br />Commissioner Reives asked the Board to view a video concerning a flood problem at the <br />home of Mrs. Wendy Talley, 2825 Chippendale Trail, Sanford. After viewing the video, the <br />Board asked Public Works Director Kenny Cole to go and assess the problem. <br />The meeting recessed until 7:00 pm. Upon returning at 7:00 pm in the upstairs <br />courtroom of the old Lee County Courthouse, with all members present, the meeting resumed. <br />Chairman Garner called the meeting to order and opened the public hearings. Planning Board <br />members were asked to join the Commissioners for joint public hearings. <br />Planner Althea Thompson outlined for the Board's the first public hearing concerning <br />proposed amendments to the Watershed Protection Ordinance and the Lee County Zoning Map. <br />No one spoke for or against the proposed amendments. <br />Ms. Thompson outlined the second matter which involved a petition by Charles Brown <br />to rezone from Residential Mixed District to Residential Mixed 45/40 District 2.22 acres of land <br />at 224 Country Estates Drive. <br />Mr. Charles Brown of 304 Country Estates spoke in favor of the rezoning request. <br />No one spoke in opposition to the rezoning request. <br />Ms. Thompson outlined the third matter which involved a petition by Jimmy Fraley to <br />rezone from Residential Agricultural District to Highway Commercial Conditional Use District <br />1.13 of land on the south side of Nicholson Road at the intersection of Black Chapel Road and <br />Nicholson Road. The petitioner is also seeking a Conditional Use permit for the location of a <br />small engine repair shop. <br />7 <br />
