a 16 <br />aoox 17 , vF 0 0 _ <br />122 <br />Commissioner Cox seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Murray Gould from Affordable Housing Advisory gave the Board an update on <br />the Wilrik Project and answered questions from Broad members. Mr. Gould was asked to <br />give the Board a quarterly report on the project. <br />Mr. Bob Nelson, CPA from Dixon, Odom & Co. gave the Board a brief report on the <br />financial statements of the Sanford-Lee County Regional Airport for the year ended June 30, <br />1997. <br />The Board considered a tax appeal from Coty, Inc. Tax Administrator Roger Kelley <br />told the Board Coty, Inc. did not agree with the methodology of computing the value of <br />additional supplies discovered at their facility from a recent audit. Coty, Inc. is asking the <br />penalty not be applied on the discovered property as there was no intent on their part to leave <br />off the construction-in-progress, due to the transition of new ownership. The amount of <br />penalty due by Coty, Inc. to Lee County is $6,274.38 and $4,755.88 to the City of Sanford for <br />a total of $11,030.26. Attorney Jeff Ward spoke on behalf of Coty, Inc. and asked the Board <br />to waive the adjusted penalty. After much discussion, Commissioner Cox moved to support <br />the recommendation of the Tax Administrator to deny the appeal. Commissioner Mansfield <br />seconded the motion. After still further discussion, Commissioner Reives moved to table the <br />request for further study and consideration at the November 17, 1997 Commissioners meeting. <br />Commissioner Moretz seconded the motion, and upon a vote, the results were as follows: <br />Aye: Garner, Matthews, Moretz and Reives <br />Nay: Cox, Mansfield and Paschal <br />The Chairman ruled the motion had been adopted by a four to three vote. <br />The Board considered appointments to the Welfare Reform Committee for Work First. <br />Social Services Director Diane Lamb asked the Board to appoint a planning committee to devise <br />a plan to put people on welfare to work and to address the barriers that hinder them from going <br />to work, such as day care, transportation, substance abuse, etc. After some discussion, <br />Commissioner Reives moved to open the appointments up to members of the general public. <br />Commissioner Cox seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />2 <br />
