005 <br />eooK 17 ptrE 140 <br />The Board considered matters relating to the realignment of the City of Sanford's <br />extraterritorial jurisdiction boundary (ETn. Community Development Director Reggie <br />Scales told the Board the City and County Planning Boards met during a joint session on <br />October 28, 1997, and through a formal vote of each Board, the Lee County Planning <br />Board recommended revising the pre-1978 extraterritorial jurisdiction boundary, which <br />splits sixty-nine parcels and four subdivisions. Commissioner Cox moved to accept the <br />recommendation of the Planning Board. Commissioner Mansfield seconded the motion. <br />After further discussion, Commissioner Reives moved to table the matter. Commissioner <br />Moretz seconded the motion. After discussion, Commissioner Reives withdrew his tabled <br />motion. Chairman Garner moved to call for the question and cut off debate and upon a <br />vote, the results were as follows: <br />Aye: Cox, Mansfield and Paschal <br />Nay: Garner, Matthews, Moretz and Reives <br />The Chairman ruled the motion had been defeated by a four to three vote and a <br />vote of the original motion to accept the recommendation of the Planning Board was back <br />on the table. Upon a vote of Commissioners Cox's original motion, the results were as <br />follows: <br />Aye: Cox, Garner, Mansfield, Matthews and Reives <br />Nay: Moretz and Paschal <br />The Chairman ruled the motion had been adopted by a five to two vote. <br />Commissioner Moretz made a substitute motion for the boundary revision to go back to <br />the existing boundary line. The motion failed for lack of a second. <br />The Board considered charges for copies from the Tax Office. Tax Administrator <br />Roger Kelley told the Board a recent survey from various counties had been completed <br />showing prices charged for maps, copies, etc. in the tax office. He presented <br />recommendations for revised fee schedules for his office. Commissioner Moretz moved to <br />approve the recommendations of Tax Administrator Roger Kelley for copies made by the <br />Tax Office, a copy of which is attached to these minutes and by this reference made a part <br />hereof. Commissioner Matthews seconded the motion, and upon a vote, the results were <br />as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered the speed limit on Edwards Road and Swann <br />Station/Greenwood Road. Commissioner Matthews moved that a traffic study be <br />completed by the North Carolina Department of Transportation for the above roads due to <br />5 <br />
