Commissioner Cox seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Paschal and Reives <br />Nay: Moretz <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />Ms. Thompson outlined the third petition for a change in zoning and the issuance <br />of a conditional use permit for the location of a small engine repair shop by Jimmy Fraley <br />on 1.13 acres of land on Nicholson Road. She stated the Planning Board recommended <br />approval of this rezoning petition and conditional use permit. Commissioner Reives <br />moved to approve the recommendation of the Planning Board. Commissioner Cox <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a matter pertaining to Class C manufactured homes in Lee <br />County. Assistant Planning Director Trevis Averett told the Board that per a request by <br />the Commissioners at their October 20, 1997 meeting, the Planning Board considered <br />allowing Class C manufactured homes to locate in Lee County. Class C manufactured <br />homes are homes built prior to July 1, 1976 but do not meet Federal HUD standards. Mr. <br />Averett told the Board the Planning Board recommended that Class C manufactured <br />homes not be allowed to locate in Lee County. The Planning Board felt by allowing them <br />again in the County would be "taking a step backwards" after the tremendous amount of <br />time spent last year in discussing this matter before the September, 1996, zoning <br />amendments were approved. After much discussion, Commissioner Cox moved to <br />approve the recommendation of the Planning Board to not allow Class C manufactured <br />homes in Lee County. Commissioner Moretz seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Mansfield, Moretz and Paschal <br />Nay: Garner, Matthews and Reives <br />The Chairman ruled the motion had been adopted by a four to three vote. <br />Mr. Averett gave the Board a report and summary of House Bill 515 concerning <br />the Zoning of Swine Operations. He told the Board a two year moratorium has been <br />established on the construction or expansion of swine farms and on lagoons and animal <br />waste management systems for swine farms, which will be in effect until March 1, 1999. <br />He further stated the Planning Board decided not to take any action at this time but will <br />study the issue again in six months. No action was taken on the matter. <br />4 <br />
