Commissioner Mansfield seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered a letter of support for new state child health insurance <br />initiatives. County Manager William Cowan told the Board he had received a letter <br />from Secretary H. David Bruton from the North Carolina Department of Health and <br />Human Services outlining the new state child health insurance initiative and also asking <br />for support in getting this plan submitted to the federal government for approval. In <br />order to submit this request it must be approved by the legislature. Commissioner <br />Garner moved to submit a letter of support to the North Carolina Department of Health <br />and Human Services for the new state child health insurance initiative. Commissioner <br />Cox seconded the motion, and upon a vote, the results were as follows'. <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been approved unanimously. <br />County Manager William Cowan briefly discussed with the Board the Capital <br />Improvements Program (CIP) for FY 1998-99. No action was taken on the matter. <br />Commissioner Mansfield expressed concern to the Board that the Department <br />of Transportation wants to reduce the DOT Board from twenty-six members to thirteen <br />or fourteen members. He asked the Board to consider passing a resolution asking that <br />the State DOT Board be left as it currently is. Following discussion, no action was <br />taken on the matter. <br />Commissioner Garner discussed with the Board a recent letter from Robert <br />Patterson, Chairman of the Central Carolina Community College (CCCC) Board of <br />Trustees concerning state funds. Funds for physical plant operation and maintenance <br />which had previously been provided for colleges with more than 50% out-of-county <br />students which were eliminated from CCCC. The loss of funds for CCCC amounts to <br />$192,493. After some discussion, Commissioner Garner moved that a letter of support <br />be sent to the local representatives asking that funds be restored to Central Carolina <br />Community College and suggest studies be conducted to determine whether certain <br />other colleges which are approaching the 50% point in out-of-county student <br />enrollment should be included.
