After some <br />discussion, Chairperson Matthews told the Board to think about the matter and <br />appointments would be made at the next meeting on June 1, 1998. <br />The Board considered a request from the Lee County Bar Association for <br />renovations at the Courthouse. County Manager William Cowan told the Board the Lee <br />County Bar Association wished for the jury chairs in Courtroom One to be removed to <br />allow additional space for witnesses, exhibits and general courtroom management. After <br />some discussion, Commissioner Garner moved to approve the recommendation of the <br />County Manager to authorize the Public Works Department to prepare a cost analysis of <br />the proposed work. Chairperson Matthews seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz and Paschal <br />Nay: Reives <br />The Chairperson ruled the motion had been adopted by a six to one vote. <br />The Board considered a request of support for operation of the Cape Fear River <br />Assembly. Chairperson Matthews asked the Board to consider providing support for the <br />operation of the Cape Fear River Assembly in its effort to monitor and protect water <br />quality in streams, rivers and adjacent land areas. Commissioner Reives moved the matter <br />be referred to the Budget Finance Committee for consideration. Commissioner Moretz <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered an Ordinance requiring all Lee County residents to have <br />smoke alarms/fire detectors in their homes. County Attorney K. R. Hoyle told the Board <br />the General Assembly passed a law in 1989 that puts the fire codes under the State <br />Building Code Council, and the only way Lee County could adopt an Ordinance would be <br />to submit to the Building Code Council for their consideration. The Building Code <br />Council has already considered smoke alarms and fire detectors and they included this in <br />the State Building Code, not in the Fire Code. After some discussion, Commissioner <br />Reives moved an Ordinance be submitted to the Building Code Council for consideration <br />that covered older manufactured homes moved into the County. Commissioner Mansfield <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Paschal and Reives <br />Nay: Moretz <br />The Chairperson ruled the motion had been adopted by a six to one vote. <br />5 <br />
