Finance Director Lisa Minter told the Board she recommended the Public <br />Works building debt be paid off due to the interest rate increasing from 4.84% to 6.71%. <br />If approved, the payoff amount would be $132,991. After some discussion, <br />Commissioner Cox moved to approve a budget amendment in the amount of $132,991 to <br />pay off the loan on the public works building. Commissioner Moretz seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Community Services Director Reggie Scales gave the Board a report on the <br />merged Sanford/Lee County Planning Departments. No action was taken on the matter. <br />Community Services Director Reggie Scales gave the Board an update on the <br />proposed draft of the Lee County/City of Sanford 2020 Land Use Plan. Vice-Chairman <br />John Daniel of the Lee County Land Use Steering Committee answered questions from <br />the Board concerning the proposed draft. Chairperson Matthews told the Board a public <br />hearing would be held before a plan was adopted. No action was taken on the matter. <br />Commissioner Reives moved the Lee County Land Use Planning Committee, <br />along with the City of Sanford Land Use Planning Committee, consider a plan of action <br />that would join the City of Sanford and the County of Lee with a sewer plan, or a merger <br />for future sewer in Lee County, as one of their top priorities. County Manager William Cowan and County <br />Attorney K. R. Hoyle told the Board that according to N.C. General Statute 65-3, the <br />Board may appoint a Board of Trustees, not to exceed five members, to serve at the will <br />of the Board to take possession and control of all abandoned and public cemeteries in their <br />respective counties, to see that the boundaries and lines are clearly laid out, defined, and <br />4 <br />
