CrJ <br />Bou 17 PiGE 331 <br />Project Classification System, three page Summary Index, and a seventy-six page Capital <br />Improvements Program, is hereby approved and adopted as the official Capital <br />Improvements Program for Lee County for the period from July 1, 1998 until June 30, <br />2003. <br />Commissioner Cox seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz and Paschal <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Commissioner Reivesjoined the meeting at this time. <br />The Board considered an agreement for a contract extension between ARS-Waste <br />Management and the County of Lee. County Manager William Cowan told the Board the <br />current contract with ARS-Waste Management will expire on October 3, 1998. The <br />disposal rate in 1993 was $32 per ton and has increased to $36.70 per ton. Several <br />meetings have taken place between the County and ARS representatives to discuss this <br />contract extension. Public Works Director Kenny Cole, along with Mr. Cowan <br />recommends Lee County enter into an agreement with ARS-Waste Management with a <br />price of $32.20 per ton for disposal, hauling and the operation of the Transfer Station. <br />After some discussion, Commissioner Moretz moved to accept the recommendations of <br />the Public Works Director and County Manager, enter into a five-year contract and <br />authorize the Chairperson to execute the renewal contract. Commissioner Cox seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />At this time a representative from the Food Stamp Office appeared before the <br />Board to answer questions concerning training of food stamp recipients for electronic <br />benefits transfer. Mr. Hoyle explained to the Board that this training is mandatory and a <br />company needed to be selected so training could be scheduled before cards are issued to <br />clients. Commissioner Cox moved to approve the bid from Assured Issuance, Inc. for <br />food stamp issuance at $ .90 per transaction and an agreement with Service Design for <br />training services to food stamp recipients at a total cost of $18,008.
