0 aou 17 wF 331 <br />Aye: Cox, Garner, Mansfield, Matthews and Paschal <br />Nay: Moretz <br />The Chairperson ruled the motion had been adopted by a five to one vote. <br />Commissioner MOretz stated he was not against the program, he just felt the matter <br />should be discussed at the budget work session before being considered and approved. <br />The Board considered bids for food stamp issuance for Social Services and <br />Electronic Benefits Transfer training for food stamp recipients. County Attorney K. R. <br />Hoyle told the Board the following bids had been received for food stamp issuance: <br />Cost Containment, Inc. $ .92 per transaction plus .05 if <br />messages are inserted more than <br />four times a year <br />Assured Issuance, Inc. $ .90 per transaction <br />He also told the Board the procedure for issuing food stamps will change November 30, <br />1998. Beginning in December, food stamp recipients will receive a card similar to a credit <br />card and their benefits will be deposited in an account each month. They will scan their <br />card at the grocery store and it will subtract the amount from their account. The State has <br />issued mandatory training for all food stamp recipients. Lee County has approximately <br />1,605 households that receive food stamps. This training is to be conducted in the month <br />of November and the Department of Social Services has solicited bids from the following <br />vendors: <br />Citibank/Lockheed Martin <br />Assured Issuance/Office World <br />Service Design <br />$20.96 per person trained <br />$20.96 x 1,605 = $33,640.80 <br />$ 16.50 per person trained <br />$16.50 x 1,605 - $26,482.50 <br />$1 1.22 per person trained <br />$1 1.22 x 1,605 = $18,008.00 <br />The cost of this training is a 50/50 match between the State and Lee County and the cost <br />to Lee County for the low bid would be $9,004.00. Various Board members had <br />questions concerning the training, which Mr. Hoyle could not answer. The Board <br />requested someone from the Food Stamp Office appear before the Board and answer <br />questions. Discussion was delayed while someone from that office was asked to appear <br />before the Board. <br />Commissioner Moretz moved to approve the consent agenda, which consisted of <br />the following items: <br />2 <br />
