C. Unified Development Ordinance Text Amendment to Article 4 Permitted Use Matrix <br />Planning and Community Development Director Marshall Downey presented the <br />Lee County Planning Board's recommendation regarding a text amendment to the Unified <br />Development Ordinance, Article 4 Permitted use Matrix, to remove "Boarding <br />Houses/Room Rending" as a permitted land use in all zoning districts. Commissioner <br />Oldham moved to approve the text amendment to the Unified Development Ordinance <br />Article 4 Permitted Use Matrix, a copy of which is attached to these minutes and by this <br />reference made a part hereof. Upon a vote, the results were as follow: <br />Aye: Dalrymple, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />Absent: Dodson <br />The Chair ruled the motion had carried. <br />VI. NEW BUSINESS <br />A. Recommendation by the Lee County Transportation Committee (LCTC) on the Ranking <br />of the Lee County Transportation Proiects to Submit to the Triangle Area Planning <br />Organization (TARPO) <br />To determine NCDOT funding, as carried out through North Carolina's Strategic <br />Transportation Investments Law and the associated Prioritization 5.0 process, TARPO <br />uses a methodology intended to incorporate both measurable data and information about <br />priorities from local jurisdictions, to ensure a process that is both data -driven and <br />responsive to local needs. Projects with high enough scores will be placed on the 2020- <br />2029 State Transportation Improvement Program (STIP) which identifies transportation <br />projects that NCDOT plans to construct during that time period. Transportation projects <br />can fall into six modes: Highway, Bike/Pedestrian, Aviation, Rail, Public Transit, and Ferry. <br />NCDOT has recently released its quantitative scores for all Prioritization 5.0 eligible <br />projects on April 3, 2018. Lee County has a total of 23 projects eligible for funding and <br />scoring. Projects are delineated into at least one category: Statewide, Regional, and <br />Division. Quantitative scores make up 100% of the final score for the Statewide category, <br />while only 70% of the score for the Regional Impact category and 50% for the Division <br />Needs category. As such, counties and subsequently TARPO, are able to put qualitative <br />points on Regional and Division projects that they deem important. There were no Lee <br />County projects eligible for statewide funding. <br />TARPO's scoring process allows local qualitative points and has requested each <br />county develop a prioritized ranking of up to 10 projects. These prioritized rankings are due <br />to TARPO by May 15, 2018. The LCTC was created last year and is composed of a nine - <br />member board, 2 members from each governing board and a representative from the <br />Raleigh Executive Jetport, the Sanford Area Growth Alliance, and the County of Lee <br />Transit System, to help with this process. The Committee met Wednesday, April 18, 2018 <br />and determined a ranking. Ranking of the projects was based upon immediate need and <br />projects that had higher likelihood of being funded because of their high quantitative <br />scores.
