II. APPROVAL OF CONSENT AGENDA — Approved Under Old Business (See end <br />of V. A.) <br />III. PUBLIC COMMENTS <br />Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. The following person spoke during the public comments section of the <br />meeting: <br />Gabby Murillo, 2623 Creek Trail, Sanford, NC (Homeless Issue) <br />IV. PROCLAMATION <br />A. Proclamation Celebrating Older Americans Month. <br />Senior Services Director Debbie Davidson stated that every May, the Administration on <br />Aging, part of the Administration for Community Living, leads our nation's observance of <br />Older American's Month. Ms. Davidson requested the adoption of a proclamation in <br />support and recognition of the on-going programs and services offered to older adults in <br />the Lee County community including but not limited to social clubs; information on local, <br />state and federal assistance programs, and the Annual Senior Games and Silver Arts of <br />Lee County. Ms. Davidson read the Proclamation aloud. Commissioner Reives moved to <br />adopt the Proclamation celebrating Older Americans Month, a copy of which is attached to <br />these minutes and by this reference made apart hereof. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />Absent: Dodson <br />The Chair ruled the motion had carried. <br />V. OLD BUSINESS <br />A. A Case for Investment: Providing a United Front to End Homelessness (Presentation <br />from S-3 Connect) <br />City of Sanford Mayor Chet Mann on behalf of S-3 Connect presented information <br />on the initiative to end homelessness within Lee County. The request seeks up to $115k to <br />add to the City/County Development budget proposed to be shared between the City and <br />County, with the County sharing 45% or $51,966 in the upcoming fiscal year. The <br />organization's point in time count as of 2017 of the local homeless population was 95 <br />people, and of those counted 53% were totally unsheltered. The 2017 national average <br />was 35% for unsheltered. Gabby Murillo stated that the PIT Count was conducted with a <br />HUD survey which will be provided to the Board.
