LEE COUNTY <br />Committed Today for a Better Tomorrow <br />BUDGET WORK SESSION <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />COMMISSIONERS' ROOM <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />MAY 7, 2018 <br />The Budget Work Session of the Lee County Board of Commissioners for the County of Lee, <br />State of North Carolina, convened at 5 p.m. in the Commissioners' Room, First Floor, Lee County <br />Government Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present <br />when the work session was called to order were Amy M. Dalrymple, Larry "Doc" Oldham, Robert T. <br />Reives, Cameron W. Sharpe, and Timothy S. Sloan. Staff in attendance included County Manager <br />John Crumpton, County Attorney Whitney Parrish, Deputy County Attorney/Clerk to the Board Jennifer <br />Gamble, Social Services Director Angelina Noel, Solid Waste Superintendent Joseph Cherry, and <br />General Services Director Russell Spivey. Commissioner Dodson and Commissioner Knecht were <br />absent when the meeting started. <br />I. CALL TO ORDER <br />Chair Dalrymple called the Work Session to order at 5:00 P.M. <br />II. PRESENTATION OF DEPARTMENT BUDGET INFORMATION <br />A. Department of Social Services <br />Director of Social Services, Angelina Noel, provided the Board with information regarding the <br />proposed fiscal year 2018-2019 budget for the Lee County Department of Social Services. Ms. Noel <br />presented a Powerpoint that included information regarding significant impacts to expenses and <br />revenues, legislative changes impacting the budget and changes to policy mandates for specific social <br />services programs. She provided information on House Bill 630 and Senate Bill 257 as it relates to the <br />Lee County Social Service's Budget. House Bill 630 puts in place performance measures and <br />expectations of the both the state DHHS office and county DSS. If the expectation is not met, the <br />County could be placed under corrective action. Senate Bill 257 provides that a county department of <br />social services shall be financially responsible for the erroneous issuance of Medicaid benefits/claims <br />for an ineligible individual that the state is not eligible for federal participation due to incorrect eligibility <br />determinations. Unlike some other North Carolina Counties, Lee County DSS did not receive a letter in <br />regards to audit findings and has not had any documented audit errors as of July 1, 2017. Ms. Noel <br />requested adding two additional positions to help assist with caseloads for social workers in the <br />investigative unit of child welfare and a staff development specialist to help assist with the completion of <br />second party reviews in order to reduce the risk of errors that would result in county responsible <br />paybacks for Medicaid audit findings. Information also included impacts of the Affordable Care Act and <br />increased Medicaid caseloads in Lee County.
