NORTH CAROLINA 27330 <br />FEBRUARY 11, 2011 <br />The annual Board Retreat of the Board of Commissioners for the County of Lee, State <br />of North Carolina, convened at 8:30 a.m. in the Gordon Wicker Conference Room, Lee County <br />Government Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. <br />Commissioners attending included Richard B. Hayes, Larry "Doc" Oldham, Nathan E. Paschal, <br />Linda A. Shook, and James K. Womack, Jr. Commissioner Charles T. Parks was sick and <br />unable to attend but did participate via telecommunication for the entire day. Commissioner <br />Robert T. Reives joined the meeting at 9:45 a.m. Staff members in attendance included <br />County Manager John Crumpton, Assistant County Manager /Finance Director Lisa Minter, <br />Deputy Attorney Dale Talbert and Clerk to the Board Gaynell Lee. <br />Chairman Shook called the meeting to order. <br />Commissioner Richard Hayes delivered the invocation. <br />The pledge of allegiance was recited. <br />The first order of business was discussion on specific goals the Board wanted to see <br />accomplished in the upcoming year. Topics of discussion included (1) Infrastructure, (2) <br />Policies, (3) Ordinances, (4) Interlocal Agreements, (5) Legislative Goals, (6) Economic <br />Development, (7) Education, and (8) Financial Savings /Opportunities. <br />County Manager John Crumpton and Assistant County Manager /Finance Director Lisa <br />Minter presented a budget and financial overview showing where the County stands year -to- <br />date in the current budget and updates on issues the Board will be facing in the upcoming <br />budget. <br />During lunch, Deputy Attorney Dale Talbert discussed and reviewed with the Board <br />North Carolina General Statutes which cover the School Financing Law. <br />During the afternoon session, representatives from the BRAC RTF gave a presentation <br />on some of their current projects. It was stated that the BRAC RTF is being renamed Fort <br />Bragg Regional Alliance. <br />
