BOOK 23 m -1941 <br />Commissioner Paschal moved to appoint Mr. Bob Bridwell as the alternate member of the <br />Library Board of Trustees. After discussion, Commissioner Paschal withdrew his motion. <br />Commissioner Womack moved to defer action on the remaining appointment and asked the <br />Clerk to re- advertise the vacancy on the county's website and newspaper. Upon a vote, the results <br />were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an appointment to the Environmental Impact RC &D Board. Clerk to the <br />Board Gaynell Lee stated that the Environmental Impact RC &D Board had asked Commissioners to <br />appoint a third Lee County member to their Board. Members of the Lee County Agricultural Advisory <br />Board were polled to see if anyone from that board would be willing to serve on the RC &D Board. One <br />application was submitted for consideration from Mr. Jerry Batchelor. Commissioner Parks moved to <br />appoint Mr. Jerry Batchelor to serve on the Environmental Impact RC &D Board. Upon a vote, the <br />results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an order to advertise delinquent 2010 real property tax liens. Tax <br />Administrator Dwane Brinson stated that per North Carolina General Statute 105 -369, the Tax Collector <br />must annually request permission from the governing body to advertise delinquent tax liens in the local <br />newspaper. Mr. Brinson stated there are approximately 4,200 delinquent 2010 taxes still unpaid and <br />will be advertised in the local paper around March 8` Commissioner Reives asked for Mr. Brinson to <br />hold off on advertising for the next 30 -days due to the bad economic times citizens are encountering. <br />Mr. Brinson was instructed to send notices to delinquent taxpayers over the next 30 days and then <br />advertise in the newspaper. After further discussion, Commissioner Parks moved to approve an Order <br />to Advertise Delinquent 2010 Real Property Tax Liens, a copy of which is attached to these minutes <br />and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Shook introduced for the Boards' consideration a resolution opposing forced <br />annexation. Ms. Shook stated this was one of the legislative goals presented at the recent Legislative <br />Goals Conference and she asked if the Board wished to take a stand on the issue by adopting a <br />resolution. She further stated that Commissioners needed to support the rights of individuals living <br />outside the corporate limits when they are annexed, along with the issue of losing sales tax revenue. <br />After discussion, Commissioner Womack moved to defer action until the February 21, 2011 meeting <br />and discuss the resolution with the City to get their comments.
