Thompson, Executive Director <br />Kevin Leonard, Government Relations Director <br />Date: December 21, 2010 <br />Subject: Proposed Legislative Goals and Association Policy Statements <br />Now is the time for each county to vote to determine counties' 2011 -12 legislative agenda at the <br />NCACC's biennial Legislative Goals Conference, which will be held January 20 -21, 2011, at the <br />Sheraton Imperial Hotel in Research Triangle Park. <br />Enclosed are copies of Association Policy Statements and proposed legislative goals. Both sets of <br />documents will be considered at the Association's 2011 Legislative Goals Conference. Each of the goals <br />in this packet will be presented to the Association membership for consideration. <br />This package of proposed goals represents the collective work of more than 300 County Commissioners, <br />county staff and NCACC staff. More than 200 goals were submitted by counties and affiliate groups <br />during the summer. Over the past five months, the NCACC's seven steering committees, the Legislative <br />Goals Committee — co- chaired by Catawba County County Chair Kitty Barnes of Catawba County and <br />Chatham County Commissioner Mike Cross — and the NCACC Board of Directors reviewed and debated <br />these proposals. The product of that effort is the 53 approved goals listed in this document. <br />This packet is provided in advance of the conference so that county commissioners have an opportunity to <br />review, both individually and collectively as a Board of Commissioners, these proposals. The goals are <br />arranged by steering committee subject matter. In addition, the top three priority goals for each steering <br />committee, as determined by the NCACC Board of Directors, are listed at the top of each report. The <br />Board of Directors also ranked the top five overall goals. <br />At the conference, counties will be able to offer amendments to these goals. If you need additional <br />background information about any of these goals, please feel free to contact NCACC staff. <br />In recognition of newly elected commissioners, proposals can be offered in advance of or on -site at the <br />Legislative Goals Conference. For a proposal to be considered at the Legislative Goals Conference, it <br />must be approved by your full Board of Commissioners, and the county's official voting delegate must <br />fill out and turn in the enclosed "Legislative Goals Proposal Form" and a copy of the proposal to the <br />Registration Desk by I p.m. on Jan. 20, the first day of the conference. Goals may be submitted in <br />advance to the address included on the form. Any county submitting a new proposal will be asked to <br />explain the goal to the Screening Committee, which will meet Thursday, Jan. 20, at 5 p.m., immediately <br />after the first day's voting session ends. if the screening committee approves the goal, it will be presented <br />to the membership during the voting session on Friday, Jan. 21, where it will need 50 percent of votes to <br />pass.
