GJ4 <br />Relationship of Lee County Government <br />• and <br />Environmental Impact RC &D <br />Lee County Government's (the County) involvement with Environmental Impact RC &D (EIRC &D) <br />began in the fall of 2002 with the Board of Commissioners agreeing to join EIRC &D at their November <br />04, 2002 meeting. Notice of this decision was sent to EIRC &D Chairman, Lynn McCaskill in a letter <br />dated November 05 and signed by then County Manager William K. Cowan. EIRC &D Board approved <br />adding Lee County at its' November 18 2002 meeting. Annual sponsorship at the time was $1250.00. <br />EIRC &D service area includes Anson, Lee, Montgomery, Moore and Richmond counties. Its mission is <br />to promote environmental quality and conservation while working to ensure sustained economic <br />development. RC &D is a part of Natural Resources Conservation Service- U.S.Dept. of Agriculture. <br />RC &D provides coordinator assistance to local RC &D Councils, but no operational nor project funding. <br />Local RC &D Councils provide assistance to qualifying entities in member counties by seeking project <br />funding from various grant sources. <br />EIRC &D has attempted to be or is involved in various projects in Lee County. Initial involvement was <br />with the San -Lee Dam Spillway Renovation Project but the County decided to fund this without RC &D <br />involvement. A grant application was made to Clean Water Management Trust Fund for stream <br />restoration work in Buchanan Park, however the County decided not to pursue this project until the <br />San -Lee Dam repair was complete. Cooperative Extension did receive grant funding through EIRC &D <br />for a satellite garden project. The Lee Soil and Water Conservation District is working with EIRC &D to <br />secure funding for the installation of the first poultry house radiant heated floor system in North <br />Carolina. If successful, this could provide considerable energy savings and improve the net return for <br />local growers and positively impact the entire poultry industry. <br />Each member County is entitled to 3 Council members. Lee County currently has 2 Council members. <br />Jerry Lemmond and Tommy Brooks. Mr. Lemmond is also a Board member. Annual sponsorship is <br />determined by EIRC &D Board and was set at $3000.00 in 2005. Sponsorship dollars are used primarily <br />for RC &D operations and seed money for projects.
